Any child who is not vulnerable?

I guess we all know the answer: all children are vulnerable, both physically and mentally. Then why have we created the label “vulnerable children” as an exclusive term to mean something else?

Not entirely sure whether this is a case of poor choice of words or a stance on something more profound beyond common sense when the label “vulnerable” is used to refer to socio-economic disadvantaged children or those at risk due to family violence or otherwise deprived of a safe environment…

Funny enough, more and more people (politicians, talk show hosts, social service agencies, etc.) use the term “most vulnerable children” to give it a nudge towards what they really mean…
